In Ukraine, it is proposed to more widely apply remote work and flexible schedules for employees whose duties do not require constant physical presence at the workplace.
The need for such changes is explained, in particular, by transport problems that arise during prolonged air raid alarms. The situation is especially noticeable in Kyiv, where after the alarms end, especially during peak hours, the load on roads and public transport sharply increases, and the simultaneous movement of a large number of people often leads to transport collapse.
A petition has been submitted to the Cabinet of Ministers proposing to introduce a set of measures at the state and local levels aimed at reducing the number of simultaneous trips in cities.
Remote work and flexible start of the working day
In particular, employers are encouraged to recommend using the remote format as much as possible for employees whose job duties allow working without physical presence at the workplace.
It is also proposed to encourage employers to introduce a flexible start of the working day, for example, within approximately 07:00 to 11:00, with a corresponding shift in the end time.
Separately, petition No. 41/010887-26ep proposes, if possible, to avoid the simultaneous start of work for most employees at 08:00–09:00 and to distribute the start time of the working day over several hours. It is expected that this will reduce the load on transport during morning and evening peak hours.
Increased use of remote work is proposed to be provided during periods of heightened threat, in particular during massive air attacks and other situations when minimizing population movement is recommended.
Separate recommendations may be developed for employers
Among the proposed measures is the development of state and city recommendations for employers regarding the organization of flexible and remote work modes as one of the tools for managing transport load.
In addition, it is proposed to consider the possibility of economic or other incentives for employers who implement such approaches.
It is noted that the implementation of such measures does not require the construction of new roads or the purchase of a significant amount of additional public transport and can be carried out much faster.
This is not about restricting work or movement of people in the city, but about reducing the number of trips that occur simultaneously.
As an argument in favor of this approach, the experience of the COVID-19 pandemic is cited, which showed that for a significant number of employees, the remote work format can be practically applied.
Earlier in Kyiv, the order of metro operation during yellow and red threat levels for open line sections was defined.
Recall that in Kyiv the duration of the curfew is being reduced.
