Türkiye, Japan discuss AI risks, economic security in Tokyo

Turkish and Japanese officials and experts met in Tokyo to examine how artificial intelligence and geopolitical competition are reshaping strategic communication, economic security and global supply chains.
The STRATCOM Roundtable and STRATCOM Public Forum, organized by Türkiye’s Presidential Communications Directorate and its embassy in Tokyo, brought together representatives of public institutions, international organizations, technology companies, think tanks and universities.
The roundtable focused on the effects of emerging technologies on global governance, digital sovereignty, information security and international cooperation. Participants also discussed disinformation, the changing role of public diplomacy and the use of technology in crisis management.
A separate public forum on managing economic security examined critical technologies, reliable supply chains, data security and the transformation of the digital economy.
In a video message, Presidential Communications Director Burhanettin Duran said digital technologies had widened access to information but also created new vulnerabilities through manipulation, polarization and uncertainty.
“Today, we are facing what can be described as a crisis of truth and a crisis of communication,” Duran said.
He called for greater international cooperation, exchanges of experience and the development of common principles, saying no country or institution could address such challenges alone.
Türkiye’s ambassador to Japan, Oğuzhan Ertuğrul, said multiple crises and growing uncertainty were placing further pressure on the international order. He called for stronger cooperation based on diplomacy and multilateralism, alongside reforms to global institutions.
Ertuğrul said Türkiye and Japan possessed complementary strategic capabilities and could work together to support international peace, stability and prosperity.
Deputy Communications Director Ferhat Pirinççi said information security and a reliable information environment were central to economic resilience. Disinformation could directly affect economic stability, the investment climate and public confidence, he said.
Pirinççi added that the two countries could deepen cooperation in technology, innovation, strategic communication and crisis management.
AK Party Deputy Chair Ömer İleri said protectionism, the growing emphasis on domestic production and the increasing importance of AI and data were transforming both geopolitical and technological competition.
Akira Igata of the University of Tokyo’s Research Center for Advanced Science and Technology drew attention to disinformation and influence operations targeting companies involved in critical-mineral supply chains and data-center infrastructure.
He called for closer cooperation between governments and businesses, as well as greater information sharing and education.
Kazuto Suzuki, a professor at the University of Tokyo’s Graduate School of Public Policy, said interdependence among major powers, particularly the United States and China, continued to shape economic security policies.
Diversifying critical supply chains and reducing strategic vulnerabilities were becoming increasingly important, he said.
Kunihiko Miyake of the Canon Institute for Global Studies said technological tools alone could not ensure effective communication, which also required a clear strategy and messages tailored to their intended audiences.
