Promoting initiatives, improving skills, and linking productivity to income are key directions that the Vietnam Construction Workers’ Union is focusing on to enhance the role of workers, improve production and business efficiency, and meet the requirements of digital transformation and green transformation.
Transforming initiatives into practical value.
In the context of constantly changing technology and production methods, improving labor productivity is not only a requirement for businesses but is also directly linked to job opportunities, income, and career development for each worker.
Based on that reality, the Vietnam Construction Workers’ Union focuses on disseminating information and mobilizing union members and workers to raise their awareness of discipline, build an industrial work style, promote a spirit of overcoming difficulties, and proactively learn and improve their skills.
Policies on growth, digital transformation , green transformation, and innovation are communicated to at least 80% of union members and workers, helping them better understand the requirements for innovation and their role in the company’s development process.
Along with fostering a proactive spirit among workers, the Trade Union also aims to promote corporate responsibility in training, retraining, technological innovation, and improving working conditions.
Valuable initiatives should be fairly evaluated, effectively implemented, and appropriately rewarded, thereby motivating employees to boldly propose new methods, improve processes, and enhance the quality of products and projects.
The emulation movement “Excellent Workers, High Productivity, Good Income” and the “Three Savings” campaign are implemented in conjunction with production and business activities, especially at key projects and construction sites. The focus is on encouraging workers to efficiently utilize materials, raw materials, time, and resources; reducing waste, improving quality, ensuring progress, and promoting safety in the workplace.
The Vietnam Confederation of Trade Unions (CĐXDVN) aims to have at least 25,000 initiatives applied in production and business; and at least 30% of workers exceeding their labor quotas annually.
These are not just numbers reflecting competition, but also represent the expectation of transforming the spirit of innovation into concrete results, directly contributing to the business’s operations and the development of the entire industry.
To ensure these efforts are recognized, awards such as the Nguyen Duc Canh Award, the Nguyen Van Linh Award, and the “Outstanding Enterprise for Workers” program continue to honor exemplary collectives and individuals. Identifying, commending, and replicating these exemplary models contributes to spreading the spirit of creative work, encouraging employees to continuously improve their skills and contribute to their organizations.
Improve skills, expand career development opportunities.
Sustainable labor productivity cannot rely solely on increasing work intensity; it must be built upon a foundation of appropriate skills, technology, and working conditions. Therefore, training and professional development are identified as one of the key directions for the Vietnam Construction Trade Union.
The trade union strives to encourage at least 65% of workers to participate in training to improve their vocational and digital skills. In the context of digital transformation and green transformation increasingly impacting production, equipping workers with new knowledge and skills will help them adapt better to technology, meet job requirements, and increase their career development opportunities.
Notably, learning and training should be linked to the specific interests of workers. The Vietnam Construction Workers’ Union aims to incorporate commitments to support funding or time for retraining, promotion, and outstanding productivity bonuses into collective labor agreements. The goal is to strive for 70% of enterprises with collective labor agreements to commit to implementing these provisions.
In addition, skilled worker competitions are given priority, linking competition results to salary increases, rewards, and career advancement opportunities. This approach helps affirm the value of vocational skills, creating motivation for workers to hone their skills, accumulate experience, and demonstrate their capabilities through work results.
When learning is supported, initiatives are recognized, and increased productivity is coupled with improved income, employees will be more motivated to stay with the company. This also creates conditions for businesses to improve the quality of their human resources, enhance production efficiency, and increase competitiveness.
Linking increased productivity with workers’ income and rights.
One of the crucial issues for the effectiveness of productivity improvement movements is ensuring that workers’ interests are given due consideration. Increased productivity must be accompanied by better wages , bonuses, working conditions, and career development opportunities; and it cannot be separated from the requirement to ensure occupational safety and health.
With that orientation, the Vietnam Construction Workers’ Union focuses on participating in the development and critique of policies and laws related to employment, wages, social insurance, health insurance, working hours, meal allowances, housing, vocational training, and welfare. The Union strives to contribute high-quality opinions to 100% of draft legal documents related to labor, employment, wages, occupational safety, and social insurance.
The involvement of trade unions not only aims to protect the legitimate rights and interests of workers but also contributes to creating a stable working environment, encouraging businesses to invest in technology, develop human resources, and fairly share the benefits of increased productivity.
Vulnerable worker groups, such as foundation workers, informal workers, women workers, older workers, and other vulnerable groups, also need to be considered in policy development. Ensuring access to training, employment, and welfare for these groups is crucial for a harmonious transition and preventing workers from being left behind.
At the enterprise level, dialogue and collective bargaining continue to be important tools for resolving issues arising from practice. Forums such as the “May Dialogue” and “Month of Listening to Union Members and Workers” provide opportunities for workers to directly express their thoughts, aspirations, and suggestions regarding wages, bonuses, labor standards, meal quality, and working conditions.
Furthermore, strengthening channels for receiving feedback and proactively warning of potential labor disputes, wage arrears, and insurance arrears will help trade unions promptly grasp the situation, protect workers, and contribute to maintaining harmonious and stable labor relations.
To bring policies and emulation movements closer to workers, the Vietnam Construction Workers’ Union focuses on innovating communication methods according to occupational groups and labor targets; combining union newspapers, digital platforms, on-site consultations, and real-life stories from exemplary individuals.
In 2026, products such as e-books, artificial intelligence ( AI ) applications, and short videos are targeted for deployment to more vividly convey content on improving labor productivity, innovation, and double-digit growth targets. Connecting communication with production, business activities, and issues of concern to workers will make information more practical and encourage individuals to proactively make changes in their daily work.
From promoting initiatives and improving vocational skills to enhancing income and protecting rights, the solutions of the Vietnam Construction Workers’ Union all aim towards a common goal: building a workforce of skilled, disciplined, adaptable, and creative construction workers.
When workers are given opportunities for development, receive due recognition, and have their rights protected, labor productivity will have a foundation for genuine growth, contributing to improved business efficiency and the achievement of economic development goals in the new era.
