Suisun City remained under a state of emergency Monday after malicious software attacked the city’s computer network.
City Hall is closed to the public Monday, shutting down in-person services for the planning, building, housing, water, finance human resources and public works departments, as well as the city manager’s office, according to a Monday news release from the city. Online city services and some internal operations remain unavailable.

The cybersecurity incident began around 5:45 a.m. on Friday, Aug. 7, when malware infected and compromised city IT systems, according to a Suisun City news release. The city shut down its entire network to contain the intrusion and preserve evidence for a federal investigation.
The city council declared a state of emergency during a special meeting Saturday morning, allowing Suisun City to access emergency assistance and recover costs tied to the attack. The city is working with the FBI, Department of Homeland Security, California Governor’s Office of Emergency Services and other regional and state agencies to investigate the intrusion and restore its systems. SFGATE reached out to the FBI San Francisco bureau but did not hear back before publication.
The disruption affected critical public safety operations, including 911, police and fire dispatch, as well as records systems and city hall services. Suisun City dispatchers have been routing calls through the Solano County dispatch center while local police officers and firefighters continue responding to emergencies.The police department lobby also remains open for ticket sign-offs, vehicle releases, speaking with an officer and general assistance.

The city said there is “no imminent threat to the public” and that all public safety services remain active. Many online city services and internal operations, however, remained unavailable in the city’s latest update.
The attack remains under investigation.
