    <p>Millions of Indians transact digitally every day. The next phase of DPI is about turning this daily hustle into credit and growth.</p>

    In a small kirana shop somewhere in India, a familiar scene plays out every morning. A customer grabs a packet of milk, scans a QR code, pays instantly, and walks out. The shopkeeper hears the robotic voice confirm the receipt of thirty rupees and continues sorting inventory.A decade ago, this seamless exchange would have looked like science fiction. Today, it is so ordinary it is practically invisible. But stay with that shopkeeper for a little longer.The payment has happened. The transaction is digitally recorded. Her business has a daily rhythm, loyal customers, and a steady history. Yet, when she walks into a local bank branch seeking a small loan to buy extra stock for the festival season, the conversation begins at zero. She is handed a stack of forms. She is asked for collateral she doesn’t have. The digital system can see her daily thirty-rupee transactions, but the financial system cannot understand her enterprise. It can process her payments, but it cannot convert her daily hustle into confidence, credit, or growth. That gap between being visible and being valued is where India’s next DPI story begins.The first phase of DPI helped hundreds of millions gain equitable access to welfare delivery through identity, bank accounts, and direct benefit transfers. It shrank the vast, intimidating distance between the citizen and the state. It was a historic achievement. But access is only the beginning of economic change. The deeper promise is ascent.A person can be included in a database and still remain stuck in life. A business can be entirely digital and still remain small. A worker can be highly skilled with digital credentials but may remain undiscovered to enterprises next door. Inclusion gives you a ticket to enter the arena; productivity gives you the means to move up within it.India has successfully built the entry layer. DPI 2.0 must build the movement layer. This means asking a radically different question. We must stop asking, “How many people have something?” and start asking, “What becomes possible because of what they have?”A QR payment is a heartbeat of economic activity. An invoice is proof of reliability. Contextualized weather information for farmers exists as signals. A crop record is a signal that should trigger timely credit, insurance, and market access.India’s next challenge is to solve for the weak signals from the margins which get lost navigating present processes and systems. They are created, but they are not carried forward. They exist in one department’s silo but are useless to another. The result is a crippling economic amnesia. This is deeply exhausting for the individual, and it is incredibly expensive for the broader economy.DPI 2.0 must cure economic amnesiaThe cure is not to build more but to make what exists discoverable. What is needed are trusted, invisible pathways built on open networks through which a person’s hard-earned credibility can move to the right place, for the right purpose at the right time, entirely under their own control.For our shopkeeper, it means her steady pattern of digital receipts finally unlocks a small-ticket loan without the overwhelming theatre of endless paperwork. For a farmer, it means harvest and soil data converge early enough to help him negotiate a fair price, rather than just becoming a statistic in an annual report. For a young mechanic, it means his specialized skills travel with him across cities, verified and trusted by new employers instantly. Small changes with compounding effects for economic participation.This is where India’s next massive wave of productivity will come from. It will come from millions of small actors suddenly finding themselves a little better enabled and less constrained. AI as the great equaliserA deeply democratic layer built on our nation’s digital rails can be a catalyst for DPI 2.0. If DPI provides the trusted digital rails through which our economic lives travel, AI is what actually makes sense of the journey by translating raw, fragmented signals into immediate, hyper-personalized action.This AI layer must be built on open, India-specific models grounded in local languages and real-world use cases, accessible to every entrepreneur and beneficial to every citizen, not concentrated in a handful of large technology platforms.To work for India, AI must be fiercely anchored to the foundational ethos of DPI: unwavering user consent, open standards, and an absolute commitment to the public good. The first chapter was access. This one is aspiration. If DPI 1.0 was about giving a billion people access to welfare, DPI 2.0 is about unlocking a billion dreams by giving them access to opportunity.
