TL;DR: We built a software factory to automate mechanical work across the SDLC. Over eight months, size-adjusted output per developer grew 4.5× while merge times and revert rates fell. We added agents wherever work was piling up, rather than automating in lifecycle order, and kept engineers responsible for product decisions, architecture, and production risk.

Picture production lines going absolutely dark for days or weeks at a time. Store shelves, normally stocked with products, sitting empty due to serious and prolonged supply chain disruptions. These challenges impact everyone, from frontline workers to the president of the board.

Enterprises moving artificial intelligence from pilot projects into production are discovering that the hard part is no longer the model. It’s the infrastructure beneath it. Cost, tokenomics, data privacy and the manual labor of stitching together graphics processing units, servers, networking and software stacks have become gating factors for deployment at scale.

AI tools are now embedded in every phase of software development at Uber. More than 70% of pull requests are attributed to local or cloud agents. Engineers have built over 3,600 agent skills across the software development life cycle, and executed more than 30K agent skill executions per day.
