Romania’s e-commerce market is expected to reach EUR 13.5 billion in 2026, after online purchases of goods and services totalled EUR 12.9 billion in 2025, up 10% year-on-year.
Marking National E-Commerce Day, the Romanian Association of Online Stores (ARMO) highlighted the importance of consumer trust, regulatory compliance, and innovation in supporting the sector’s continued development.

According to the European E-Commerce Report 2026, prepared for Ecommerce Europe and EuroCommerce by the Centre for Market Insights at Amsterdam University of Applied Sciences, Romania’s e-commerce market grew from EUR 6.1 billion in 2021 to EUR 12.9 billion in 2025. The figures cover both goods and services purchased online by consumers.
Romania’s 10% growth in 2025 exceeded the 7% increase recorded across Europe, according to the report, reflecting the continued expansion of online commerce and its growing role in business activity and consumer spending.
The sector also has considerable room for further growth. In 2025, 95% of Romanians aged 16–74 used the internet, but only 60% shopped online. The report estimates that the proportion of online shoppers in this age group will reach 65% in 2026.
According to ARMO, narrowing the gap between internet usage and online shopping requires access to technology, payment solutions, and delivery services, as well as consumer confidence in the accuracy of information provided by retailers, product safety, and effective complaint resolution.
“Online shopping has become part of everyday life for Romanians, but the next stage of growth also depends on trust. People need to know who they are buying from, how much they are paying, and what options they have when a problem arises. It is equally important for retailers to understand how the rules apply to the specific situations they encounter. The workshop we are organising together with ANPC aims to provide a practical dialogue that helps online stores respect consumer rights and offer better services,” said Cristian Pelivan, Executive Director of ARMO.
