Romania’s e-commerce market reached EUR 12.9 billion in 2025, up 10% from the previous year, making it the largest e-commerce market in Eastern Europe, according to the European E-Commerce Report 2026, cited by Agerpres.
The research, conducted for Ecommerce Europe and EuroCommerce by the Centre for Market Insights at the Amsterdam University of Applied Sciences, shows that Romania’s e-commerce market has more than doubled in value in just four years, from EUR 6.1 billion in 2021.
For 2026, the report forecasts further growth to EUR 13.5 billion.
At Eastern European level, Romania has the largest e-commerce sector, accounting for more than half of the region’s total market value of EUR 23.3 billion in 2025.
Looking at Central and Eastern Europe together, Romania also ranks among the region’s largest digital economies. The EUR 12.9 billion spent online by Romanian consumers on goods and services is comparable with the Czech Republic’s EUR 12.1 billion and exceeds the levels recorded in Austria, Hungary and Bulgaria. Poland remains the region’s largest market, with total e-commerce turnover of EUR 47.4 billion.
The report also shows that Romania’s 10% e-commerce growth rate in 2025 was above the 8% average recorded in Central Europe, but below Eastern Europe’s 14% increase.
E-commerce accounted for 3.39% of Romania’s GDP, above the averages recorded in both Central Europe, at 2.82%, and Eastern Europe, at 2.41%.
At the same time, 95% of Romanians aged 16 to 74 used the internet in 2025, but only 60% shopped online, despite internet penetration already exceeding the Central European average of 93%. For 2026, the report estimates that the share of online shoppers in Romania will rise to 65%.
Goods accounted for around 65% of Romania’s e-commerce market value last year, while services represented 35%. Delivery infrastructure is developing rapidly around parcel lockers, while digital payments, e-wallets and Buy Now, Pay Later solutions are also gaining ground, even as cash on delivery continues to hold a significant share.
