Carney to Direct Oil Windfall Toward Productivity and Infrastructure in Second Budget
Prime Minister Mark Carney intends to direct windfall oil revenue toward improving Canada’s productivity and building infrastructure over the next five years while preserving his earlier fiscal targets in his second budget, presented on Thursday
Economists offered mixed assessments of the plan, Reuters reported. Randall Bartlett, deputy chief economist at Desjardins, described the budget as one of the more unusual he has seen, saying it required considerable accounting flexibility to create room for higher spending alongside lower revenues. He added that rating agencies examining the figures could raise questions about the federal debt position, though he did not expect an imminent downgrade. A Finance Ministry spokesperson responded that the government holds its financial accounts to a high standard and that creative accounting by a G7 country would be highly unusual.
Shelly Kaushik, senior economist at BMO Capital Markets, noted that the deficit was barely changed even though economic growth proved more resilient than expected in the spring. She said the government had an opportunity to let more fiscal room flow to the deficit but instead spent most of it. Kaushik observed that the profile looks sound as a share of GDP, largely because GDP outperformed expectations, and that spending remains focused on attracting investment, with the Productivity Mega Deduction carrying the largest price tag. She characterized the agenda as pro-growth while noting that the budget absorbs most of its fiscal room for spending.
Pedro Antunes, chief economist at Signal49 Research, said a windfall driven largely by oil and broader commodity prices lifted nominal GDP and government revenue, providing roughly C$158 billion in additional revenue over the planning horizon. He estimated that a good third or slightly more of that room was aimed at encouraging private sector investment, which he said targets the right problem for Canada.
