Australian Productivity Commission releases interim report withholding safeguard measures on imported fabricated structural steel

The Australian Productivity Commission released an interim report on September 3, concluding that legal requirements for provisional safeguard measures on imported fabricated structural steel are unmet and current evidence fails to justify formal restrictions.
Initiated in January 2026 after an application from the Australian Steel Institute, the investigation reviewed products such as beams, plate, and coils, processed through cutting, drilling, bending, and welding to become bridges, gratings, stairways, treads, guardrails, road barriers, and so on.
Data across financial years 2020-21 through 2024-25 indicated import volumes grew at an annual average rate of roughly 6%, representing a long-term trend rather than a sudden surge. Furthermore, local industry sales, profits, production, and employment increased, while import market shares dropped slightly.
Although certain smaller processors face low-price competition and margin pressures, comprehensive evidence of serious injury is lacking. Interested parties can submit supplementary materials until September 30, 2026, before the final report in November.
