    The Bihar Electricity Regulatory Commission (BERC) approved a revised power purchase agreement and an energy accounting mechanism to implement rooftop solar under the PM Surya Ghar: Muft Bijli Yojana. The order in Case No. 26/2026 by Chairman Amir Subhani and Member P.S. Yadav enables about 250,000 grid-connected rooftop solar photovoltaic systems and covers 275 megawatt (MW) of capacity. The scheme targets low-income Kutir Jyoti consumers.
    The petition was filed jointly by the South Bihar Power Distribution Company Limited (SBPDCL) and the North Bihar Power Distribution Company Limited (NBPDCL), seeking approval of a revised PPA and a dedicated billing and accounting framework. The proposal covers one point one kilowatt (kW) rooftop systems under the Utility-Led Aggregation RESCO model for a period of 10 years. The utilities revised the drafts to align with Ministry guidelines.
    BERC had earlier approved tariffs for 18 packages totalling around 275 MW but delayed approval of the draft PPA and accounting documents after identifying errors. The revised submissions addressed those issues and clarified operational responsibilities under the ULA model. The Commission concluded that the BERC Net Metering Regulations, 2018, did not directly apply where systems are owned by RESCO developers.
    The approved accounting approach calculates monthly consumption as imported energy plus solar generation minus exported energy, a method the Commission found suitable. Consumers will receive up to 125 units of free electricity each month through a mix of onsite generation and grid imports. Solar generation data must be recorded via a Remote Monitoring System (RMS) linked to inverters or the distribution companies’ portal.
    Payments to RESCO developers will be provisional within 30 days and adjusted quarterly after verification with physical generation meters. Energy and payments will be provisionally shared between NBPDCL and SBPDCL in a 54:46 ratio until annual accounts are finalised. BERC removed contract extension beyond the 10-year term and noted that central financial assistance of Rs33,000 per rooftop is capped at the 250,000 approved installations.
